Five-step flow: Capture and seal, Ingest, Anchor, Verify, Analyze

Seal-and-leave pre-commit over cellular is included in the Capture step when connectivity allows.

1

Capture & seal

Field workers record photos, voice notes, and GPS-linked manifests — even offline. When cellular is available, a scene Merkle pre-commit anchors the seal before they leave; bulk upload waits for station or hub connectivity.

2

Ingest

The secure ingestion service validates every package and stores the original evidence file.

3

Anchor

Cryptographic fingerprints are anchored on a permissioned ledger for independent witness.

4

Verify

Prosecutors receive verification bundles with a clear pass-or-fail integrity result.

5

Analyze

Overnight private AI flags inconsistencies and priorities human review on the dashboard.

Capture and seal in the field

An officer opens the mobile app, selects or creates a docket, and captures photographs or voice notes. The app records GPS where available, stamps the event in coordinated universal time, and builds an Evidence Manifest automatically. When cellular is available, a rolling scene Merkle root is pre-committed nationally before the officer leaves — heavy bulk uploads wait for station LAN or provincial hub connectivity.

Ingest and protect

When evidence reaches the provincial server or edge node, the ingestion service recomputes integrity fingerprints and rejects altered files immediately. Valid evidence is stored in encrypted blob storage and custody metadata is prepared for ledger anchoring as the case record grows.

Anchor on the ledger

Cryptographic fingerprints — not the full media files — are anchored on a permissioned Hyperledger Fabric network. This creates an independent, tamper-evident record that supports audit and prosecution even if primary databases are questioned.

Verify for prosecution

Prosecutors receive verification bundles documenting each evidence item, its fingerprints, ledger references, and a clear pass-or-fail integrity check with honest claims about server anchor time and any offline gaps. The original recording or photograph remains the authoritative exhibit if authenticity is challenged in court.

Analyze overnight with private AI

After safe ingest, a background service transcribes voice recordings and runs batch analysis during off-peak hours. Results appear as flags on the command-centre dashboard — directing human investigators to contradictions, timeline gaps, or missing elements worth follow-up. All processing stays on provincial infrastructure.

Edge, catalog, and operations

Edge.Full nodes cache and replicate to the hub; Edge.Relay streams ingest without retaining blobs locally. A national catalog supports authorised cross-region lookup with POPIA-aware fetch controls. Provincial IT teams use the Operations Console to publish manifests, probe fleet health, and provision mobile devices.
